Kirkwood to vote on smoking ban Stltoday.com 8/21/2009
KIRKWOOD —The City Council voted Thursday to put an initiative petition that bans smoking in indoor public places on the Nov. 3 ballot.
The City Council earlier rejected an initiative calling for the ban, which means the proposal must be decided by voters.
With a few exceptions, the anti-smoking measure would allow smoking only in private homes, private vehicles and outdoors. Among exceptions are private clubs established before March 1, retail tobacco stores, and up to 20 percent of hotel and motel rooms, which could be designated smoking rooms.
Supporters of the ban, driven by concerns about secondhand smoke, collected more than 1,000 signatures of Kirkwood voters to bring the measure before the council.
Opponents have said a ban would trample on the rights of business owners and customers who choose to smoke.
The St. Louis County Council also plans to send a public smoking ban before voters. The current version contains exemptions for casinos floors and "drinking establishments" with 25 percent or less of gross income coming from food sales. |
